  • E-Commerce and e-business are always listed as one of the top priorities of national development blueprints. E-Trade or paperless trading projects have been implemented in almost all APEC member economies for the simple reason that international trade is the economic pillar of most APEC regions.
  • This questionnaire is a key part of the APEC endorsed project “Assessment and Best Practices on Paperless Trading to Facilitate Cross Border Trade in the APEC Region”. This project will provide a report for both APEC government officials and those from the private sector that analyzes the current situation and obstacles to E-Trade, and offers proposals about how best to address these barriers. Using the results of this questionnaire, this project also aims to identify the best practices in paperless trading among APEC member economies, its critical success factors (CSF) and key performance indexes (KPI) from perspectives of government, regulatory, and private sector business processes.

  • The best practices will be identified together with models to reduce or eliminate the requirements for paper documents for customs and cross-border trade administration, as well as other documents relevant to international sea, air and land transport. CSF and KPI of this practice will take account of business opportunity expansion, cost reduction, increase of efficiency, and the greater participation of small business in global commerce, as APEC declared in the Blueprint for Action on Electronic Commerce. In particular, the best practices for paperless trading identified in this project could serve as a recommended approach to reduce cost and increase efficiency in global trade. In addition, while identifying the best practices, the barriers to adoption by small businesses of paperless trading will be taken into consideration with the aim to encourage their greater participation in global paperless trading.
  • To help you to answer a number of the questions, we have given examples of some case studies in green text. Please note that these are only examples, and are not intended to provide a comprehensive list. So if there are international - or regional - cases that we have not mentioned, please feel free to share these with us.

  • Project Deliverables
  • The project will be responsible for the development of the following deliverables:
  • Preliminary Recommendation—This will provide a framework to support the development of domestic and cross border paperless trading implementations.
  • Questionnaire Result—This will provide analysis of the questionnaire completed by APEC economies, an overview of the status of paperless trading development and future directions. Case studies will be used to demonstrate benefits for both business and government and best practice examples. The development report will also be a reference guide for best practices that will assist members with the development and implementation of Paperless Trading Projects. This will culminate in practical “next steps” for Cross Border Paperless Trading development in the APEC region.
  • Questionnaire
  • This questionnaire has been developed by the joint project team between Chinese Taipei and the People’s Republic of China (PRC) and will be used to identify the projects being undertaken by APEC economies on Paperless Trading. The answers provided will be used solely to generate the above mentioned deliverables to be shared among all APEC member economies. All information provided will only be used for the purpose of this project.
